Bastan eskerte keteyin tergeu organdary tarapynan saraptamanyng sheshuine yqpal etu ýshin qoyghan súraqtarynda ghylymy jәne qúqyqtyq tanymdyq sauattylyq dengeyi óte tómen. Súraqtarda qylmystyq isti dúrys sheshuge emes, kerisinshe, әiteuir jazalau tendensiyasy kózge kórinip túr. Qylmystyq is din jәne qúqyq, memleket jәne zayyrlylyq ústanymdary shenberinde sauatty jýrgizilgende ghana qúqyqtyq, demokratiyalyq elge ainalamyz.
